fa تحلیل سیاستگذاری و برنامه‌ریزی توسعه شهری در شهر اهر با تأکید بر توسعه کالبدی عمومى General پژوهشي Research <span style="font-size:14pt"><span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><span b="" lang="FA" nazanin="" style="font-family:">روند فزاینده شهرنشینی در دهه‌های اخیر، چالش‌ها و فرصت‌های متعددی را در زمینه توسعه شهری به‌ویژه در شهرهای متوسط و کوچک ایران ایجاد کرده است. شهرستان اهر به عنوان یکی از مراکز مهم شمال‌شرق استان آذربایجان شرقی، با وجود برخورداری از ظرفیت‌های طبیعی، اقتصادی و فرهنگی، در فرآیند سیاست‌گذاری توسعه شهری با موانع ساختاری، مدیریتی و برنامه‌ریزی مواجه است. هدف این پژوهش، تحلیل سیاست‌های توسعه شهری در شهرستان اهر و ارائه راهکارهایی برای بهبود نظام سیاست‌گذاری و برنامه‌ریزی شهری است. روش تحقیق توصیفی</span><span lang="FA" majalla="" sakkal="" style="font-family:">&ndash;</span><span b="" lang="FA" nazanin="" style="font-family:">تحلیلی و مبتنی بر داده‌های اسنادی، میدانی و مصاحبه با کارشناسان محلی بوده است. نتایج نشان می‌دهد که ضعف هماهنگی نهادی، تمرکزگرایی در تصمیم‌گیری‌های شهری، کمبود منابع مالی و نادیده‌گرفتن مشارکت شهروندان از مهم‌ترین چالش‌های سیاست‌گذاری توسعه در اهر به شمار می‌آیند. در مقابل، ظرفیت‌های بومی در حوزه گردشگری، کشاورزی و صنایع دستی می‌توانند به عنوان محورهای اصلی توسعه پایدار شهری مورد توجه قرار گیرند. در نهایت، مقاله پیشنهاد می‌کند که سیاست‌گذاری توسعه شهری در اهر باید بر پایه رویکردی مشارکتی، منطقه‌محور و پایدار بازتعریف شود تا بتواند ضمن بهبود کیفیت زندگی شهروندان، موجب افزایش تاب‌آوری و پویایی اقتصادی شهر گردد.</span></span></span></span></span></span><br> &nbsp; The increasing trend of urbanization in recent decades has created numerous challenges and opportunities in the field of urban development, especially in medium and small cities of Iran. Ahar County, as one of the important centers of the northeast of East Azerbaijan Province, despite having natural, economic, and cultural capacities, faces structural, managerial, and planning obstacles in the process of urban development policy-making. The purpose of this research is to analyze urban development policies in Ahar County and provide solutions for improving the urban policy-making and planning system. The research method was descriptive-analytical and based on documentary, field data, and interviews with local experts. The results show that weak institutional coordination, centralization in urban decision-making, lack of financial resources, and neglect of citizen participation are among the most important challenges in development policy-making in Ahar. In contrast, local capacities in the fields of tourism, agriculture, and handicrafts can be considered as the main axes of sustainable urban development.
