Due to their location in sensitive natural and human environmental zones, coastal cities in the Persian Gulf face complex resilience challenges that traditional approaches cannot address due to their network nature. The present study aimed to identify causal relationships between the five dimensions of network resilience and classify them into contextual and consequential dimensions in coastal cities in the Persian Gulf. This study was conducted with a mixed approach (qualitative-quantitative). In the qualitative part, interviews with 17 experts and content analysis were used. In the quantitative part, the data-driven fuzzy DEMATEL method was used and a matrix of fuzzy direct relationships was formed based on the standard directional path coefficients of the structural equation model. The findings showed that the institutional-management dimension with the highest D-R value (0.692+) and the highest D+R centrality (3.6560) is both the most influential dimension and the main driver of the network and its most pivotal dimension. The economic dimension with D+R centrality. (3.438) and positive D-R (+0.142) are in the second place of importance and are among the contextual dimensions. The physical-infrastructure dimension with the lowest D-R value (-0.663) is the most influential dimension and objective manifestation of resilience. The strongest causal relationship is the effect of the institutional-management dimension on the social dimension (0.486). The conclusion shows that improving the resilience of coastal cities in the Persian Gulf requires strengthening the institutional system as the main driver and adopting an integrated and place-specific approach. Based on the findings, a policy package was developed at three levels: strategic (governance and social capital), intermediary (economy), and operational (environment and physical infrastructure).
