fa ارزیابی و اولویت بندی عوامل کلیدی موفقیت پروژه‌های مقاوم‌سازی در مدیریت بحران با ارائه راهکار (مطالعه موردی: شهرستان‌های اهر و ورزقان) تخصصي Special پژوهشي Research <p dir="rtl"><span b="" dir="rtl" lang="AR-SA" mso-bidi-language:="" new="" style="line-height: 200%; font-size: 13pt" times="">ایران از نظر لرزه‌خیزی در منطقه فعال جهان قرار دارد و وقوع زلزله در آن با تلفات جانی و مالی بالایی همراه است یکی از برنامه‌های مهم و در دست اقدام دولت برای کاهش خطرپذیری کشور در برابر زلزله، برنامه مطالعه و اجرای مقاوم‌سازی ساختمان‌های مهم دولتی و تأسیسات زیربنایی کشور است. ساختمان مدارس با قرارگیری در ردیف ساختمان‌های با اهمیت زیاد، مشمول این طرح است. این پژوهش، با توجه به اهمیت بحث مقاوم‌سازی، در ارتباط با مدارس آذربایجان شرقی بالاخص با قرارگیری شهر تبریز در پهنه خطر لرزه‌خیزی با درجه بسیار زیاد و نیز رویکرد جدید سازمان نوسازی مدارس در بهسازی لرزه‌ای و نیز مدیریت بحران در مناطق لرزه خیز انجام‌گرفته است. پژوهش حاضر با روش توصیفی- پیمایشی به گردآوری الاعات به دو صورت مطالعات کتابخانه‌ای و تحقیقات میدانی و با استفاده از ابزار مصاحبه و پرسشنامه بسته انجام‌گرفته است و به ارزیابی عوامل کلیدی موفقیت پروژه‌ها از دیدگاه متخصصین مربوطه در بازه زمانی 1393-1385 پرداخته است. نتایج نشان می دهد مهمترین عوامل کلیدی موفقیت، ضرورت و فوریت انجام پروژه مقاوم‌سازی، اجرای صحیح دیتیل های اجرایی مطابق مشخصات فنی، وجود مشاورین باصلاحیت مرتبط، پیمانکاران با توان اجرایی بالا، مستندسازی و ایجاد سامانه آرشیو تجربیات مطالعاتی و اجرایی است. در خاتمه، راهکارهای پیشنهادی برای ذینفعان تأثیرگذار پروژه ارائه گردید تا بتواند مجموعه تلاش‌های صورت گرفته در پروژه را به سمت به‌کارگیری یا مهار این عوامل سوق دهد و برآیند بهتری به همراه داشته باشد.</span></p> <p><span new="" style="line-height: 200%; font-size: 12pt" times="">Iran is located in one of active regions of the world regarding the occurrence of earthquakes. They cause lots of financial and bodily damages. One of the most important programs to be administered by our government is to reduce vulnerability against earthquakes, studies within the administration of strengthening important governmental buildings, and infrastructures in the country. Buildings in schools have a high priority regarding the program mentioned above. The present research has been carried out in schools in Eastern Azerbaijan province especially schools in Tabriz since they are located in an area with a high probability of earthquake occurrences due to the importance of strengthening discussions and the new approach chosen by the schools&#39; renewal organization in improvements regarding the earthquakes and crisis management in the areas mentioned. This research has used a descriptive-measurement method to gather data in the forms of library studies and field studies and has used interview and questionnaire tools in closed formats. Also we have tried to assess critical success factors of projects regarding the viewpoints of scholars in the field within the time period between 2006 and 2014. Results showed that the most important critical success factors were as follows: necessity and emergence of administering strengthening projects, proper administration of administrative details based on technical features, the presence of qualified consultants in the related fields with high administrative capabilities, documentation and creation of the terminal to archive study and administrative experiences.
