fa واکاوی امنیت شهروندی با تاکید بر مولفه‌های مسکن پایدار (نمونه موردی : محلات منطقه 10 شهر تهران) Analysis of citizen security with emphasis on the components of sustainable housing (Case study: Neighborhoods of 10 District of Tehran Municipality) تخصصي Special پژوهشي Research  بی‌تردید امنیت شهروندی با اهمیتترین مسائل در زیست پذیری شهری محسوب میگردد. متغییرهای زیادی بر میزان امنیت شهروندی اثرگذارند. در این میان مسکن با ابعاد وسیع اجتماعی، اقتصادی، فرهنگی، زیست محیطی و کالبدی ثاتیرات زیادی بر امنیت شهروندی دارد. به همین دلیل در پژوهش حاضر به بررسی و سنجش امنیت شهروندی بر پایه مولفههای مسکن پایدار که یکی از دغدغههای اساسی جامعه ما بهویژه در کلان شهرها است، پرداخته شد. محدوده مورد مطالعه در این پژوهش محلات ده گانه منطقه ده شهرداری تهران است. برای این منظور به استخراج شاخصها و سنجهها از مبانی نظری و تطابق آن با شرایط منطقه ده شهرداری تهران اقدام شد. در نهایت 13 شاخص با 56 سنجه برای پژوهش تدوین گردید و بر این مبنا به گردآوری دادهها مبادرت شد. بعد از گردآوری دادهها با استفاده از مدل تصمیمگیری چند معیاره MEREC در مرحله نخست دادهها وزن دهی  گردید و پس از آن با استفاده از مدل ارزیابی تولید وزنی تجمعی WASPAS به رتبهبندی محلات بر اساس معیارهای مسکن پایدار رسیدیم. نتایج حاکی از آن است که مهم‌ترین مولفههای مسکن پایدار در تببین امنیت شهروندی عبارت‌اند از سنجه زیربنای مسکونی، میزان اشتغال، نرخ پایداری شغل، هزینه خانوار، نرخ پزشک عمومی به ازای هر 10000 نفر، سرانه خدمات بهداشتی-درمانی، رضایت از خدمات سلامت، ترکم فعالیتهای غیرمسکونی ناسازگار، میانگین زمان صرف شده برای سفر در یک روز کاری. همچنین در نتیجه رتبهبندی محلات مشخص شد که محلههای سلسبیل شمالی، زنجان جنوبی و شبیری بهترین وضعیت و محلههای سلیمانی و هفت چنار در وضعیت نامطلوب از نظر امنیت شهروندی قرار دارند. الگوی فضایی امنیت شهروندی ناشی از مولفههای مسکن پایدار حاکی از آن است که محلههای شمالی به نسبت از محلههای جنوبی و تا حدودی مرکزی منطقه وضعیت بهتری داشته اند. Introduction Undoubtedly, citizen security is one of the most important issues in urban livability. In the meantime, housing, with its wide social, economic, cultural, environmental and physical dimensions, has a great impact on citizen security. For this reason, in the current research, citizen security is investigated and measured based on the components of sustainable housing, which is one of the basic concerns of our society, especially in megacities. Matherials A case study in this research is ten neighborhoods in ten districts of Tehran Municipality. For this purpose, indicators and metrics were extracted from the theoretical foundations and matched with the conditions of the ten municipalities of Tehran. Finally, 13 indicators with 56 measures were compiled for the research and data collection was started on this basis. After collecting the data, using the multi-criteria decision model of MEREC, the data was weighted in the first stage and after that, using the WASPAS model, we reached the ranking of neighborhoods based on sustainable housing criteria. Discussion and Results The results showed that the most important components of sustainable housing in the explanation of citizen security are the measure of residential infrastructure, employment rate, job stability rate, household expenses, general practitioner rate per 10,000 people, healthcare services per capita, satisfaction with health services, Total non-residential non-residential activities, and average time spent traveling in a working day. Also, as a result of the ranking of the neighborhoods, it was found that the neighborhoods of North Salsabil, South Zanjan, and Shabiri are in the best situation, and that the neighborhoods of Soleimani and Haft Chenar are in an unfavorable situation in terms of citizen security. Conclusions The spatial pattern of citizen security due to the components of sustainable housing indicates that the northern neighborhoods have a better situation than the southern and somewhat central neighborhoods of tIn general, it can be said that based on the results of the study, the spatial pattern of citizen security arising from the components of sustainable housing is such that the northern neighborhoods of the region have a good situation in terms of citizen security, while the southern and to some extent central neighborhoods of the region, with the exception of the Shabbiri neighborhood, have a poor situation in terms of citizen security. In these neighborhoods, and in particular the Haft Chenar and Soleimani neighborhoods, people do not feel safe enough when walking at night, and also neighborhood relations and satisfaction with the neighborhood, which are effective in terms of citizen security, have been facing an unfavorable situation. Also, these neighborhoods have been in a poor situation compared to other neighborhoods in terms of education, fair distribution of residential services, efficient transportation, vitality, and cultural heritage. he region.
