fa طراحی مدل سنجش بلوغ HSE در مجتمع مس آذربایجان (سونگون) Designing an HSE maturity assessment model at the Azerbaijan Copper Complex (Sungun) تخصصي Special پژوهشي Research با توجه به عدم یکپارچگی اهداف استراتژیک سازمانها با نتایج حاصله از اجرای پروژهها در حوزه مدیریت HSE یکی از مهمترین اهداف این تحقیق برقراری پل ارتباطی میان آنها میباشد که ضمن بهرهمند شدن از مزایای این حوزه در پروژهها، اهداف استراتژیک سازمان را که میبایست در راس امور قرار گیرد را برآورده سازد. این تحقیق درصدد است ضمن شناسایی چالشها و زمینههای بهبود پروژهها، آنها را به مرتفع کردن آن چالشها و مشکلات ترغیب نماید تا از این رهگذر زمینه دستیابی پروژهها به سطوح متعالی مدیریت  HSE پروژهها فراهم شود. هدف این پژوهش طراحی مدل سنجش بلوغ HSE در مجتمع مس آذربایجان (سونگون) میباشد. پژوهش حاضر به صورت پژوهش ترکیبی (کیفی – کمّی)  انجام گرفته است. بر این اساس در بخش اول تحقیق به منظور ارائه طراحی مدل سنجش بلوغ HSE در مجتمع مس آذربایجان (سونگون) روش پژوهشی کیفی با رویکرد تحلیل مضمون استفاده شده است. بدین ترتیب که بعد از شناسایی مقولات، مفاهیم و کدهای مدل سنجش بلوغ HSE  و ارزیابی روایی و پایایی آن، مدل مفهومی اولیه تحقیق شکل میگیرد. در بخش دوم تحقیق که روش پیمایشی را شامل میشود، با استفاده از نظرات خبرگان و ارزیابی ضریب نسبی و شاخص روایی محتوا، تبیین مدل سنجش بلوغ HSE میسر میگردد. در این پژوهش با بکارگیری نظرات کارشناسان این حوزه، 15معیار سیستم مدیریت  HSE بررسی شده و در چهار حوزه اصلی قرار گرفته است. معیارهای «تدوین نظامنامه HSE» «تدوین خطمشی و استراتژی» و «کنترل شاخصهای  HSE» معیارهای مدل HSE هستند. این معیارها به عنوان معیارهای اصلی مدل سنجش بلوغ  HSE مطرح گردیده است. «برنامهریزی»، «اجرا و فرآیندها»، «کنترل» و «نتایج کلیدی عملکرد» چهار حوزه اصلی مدل پیشنهادی را تشکیل میدهند.  حوزه برنامهریزی شامل معیارهای «مدیریت پیمانکاران»، «نت پیشگیرانه»، «تدوین نظامنامه  HSE»و «تدوین خطمشی و استراتژی» میباشد. حوزه اجرا و فرآیندها معیارهای «ارزیابی خطر»، «آموزش»، «ارتباطات»، «هدایت کمیتهها و جلساتHSE »، «معاینات حین و بدو استخدام»، «رویداد/حادثه»، «مواد خطرناک»، «آمادگی در شرایط اضطراری» و «ایمنی بعداز کار» را در بر میگیرد. معیارهای «کنترل خطر» و «بازرسی» در حوزه کنترل و در نهایت معیار «کنترل شاخصهای  HSE»در حوزه نتایج کلیدی عملکرد قرار میگیرند.   <div class="lRu31" dir="ltr">Given the lack of integration between the strategic goals of organizations and the results of project implementation in the field of HSE management, one of the most important goals of this research is to establish a bridge of communication between them that, while benefiting from the benefits of this field in projects, meets the strategic goals of the organization that should be at the forefront of affairs. This research seeks to identify the challenges and areas for improvement of projects, and encourage them to overcome those challenges and problems, thereby providing the basis for projects to reach the highest levels of HSE management of projects. The purpose of this research is to design a model for measuring HSE maturity in the Azerbaijan Copper Complex (Sungun). The present research has been conducted as a mixed research (qualitative-quantitative). Accordingly, in the first part of the research, a qualitative research method with a content analysis approach has been used to present the design of a model for measuring HSE maturity in the Azerbaijan Copper Complex (Sungun). Thus, after identifying the categories, concepts, and codes of the HSE maturity assessment model and evaluating its validity and reliability, the initial conceptual model of the research is formed. In the second part of the research, which includes the survey method, the HSE maturity assessment model is explained using the opinions of experts and evaluating the relative coefficient and content validity index. In this research, by using the opinions of experts in this field, 15 criteria of the HSE management system have been examined and placed in four main areas. The criteria of "Development of HSE regulations", "Development of policy and strategy" and "Control of HSE indicators" are the criteria of the HSE model. These criteria have been proposed as the main criteria of the HSE maturity assessment model. "Planning", "Implementation and processes", "Control" and "Key performance results" constitute the four main areas of the proposed model. The planning area includes the criteria of "Contractor Management", "Preventive Note", "Development of HSE Regulations" and "Development of Policy and Strategy". The implementation and processes area includes the criteria of "Risk Assessment", "Training", "Communication", "Leading HSE Committees and Meetings", "Inspections during and at the beginning of employment", "Event/Incident", "Hazardous Materials", "Emergency Preparedness" and "Safety after Work".
