fa بررسی و تحلیل مشکلات اجرای طرح هادی روستایی در مناطق روستایی شهرستان اسکو (مطالعه موردی: روستای سرین دیزج) تخصصي Special پژوهشي Research با توجه به اهمیت توسعه روستایی در فرایند توسعه ملی کشور، طی سال‌های اخیر رویکردها و راهبردهای متفاوتی جهت دستیابی به اهداف توسعه روستایی مورد توجه قرار گرفته است که یکی از مهم‌ترین آن ها اجرای طرح‌های هادی روستایی می‌باشد. علی رغم اهداف و برنامه‌های اولیه این طرح‌ها جهت توسعه روستاها در مناطق مختلف کشور، به نظر می‌رسد که در عمل تهیه و اجرای آن ها با مشکلات و موانع متعددی در ابعاد مختلف رو به رو شده است به نحوی که اثربخشی و کارایی این طرح‌ها تا حدود زیادی کاهش یافته است. از این‌رو سوال اصلی پژوهش حاضر این است که در حال حاضر چه موانع و مشکلاتی بر سر راه تهیه و اجرای طرح‌های هادی در مناطق روستایی وجود دارد؟ در این راستا، این تحقیق توصیفی- پیمایشی با هدف بررسی و تحلیل مشکلات اجرای طرح هادی در مناطق روستایی شهرستان اسکو انجام گرفت. جامعه آماری تحقیق را 130 نفر از کل 213 خانوار ساکن در روستا تشکیل می‌دهد که این تعداد خانوار بر اساس جدول کرجسی- مورگان و از طریق روش نمونه‌گیری تصادفی ساده انتخاب شدند. ابزار گردآوری داده‌ها پرسشنامه بود که روایی آن با نظر پانلی از متخصصان و کارشناسان در زمینه موضوع مورد پژوهش تایید شد. برای تعیین پایایی پرسشنامه پیش‌آزمون انجام گرفت که مقدار آلفای کرونباخ محاسبه شده برای مقیاس میزان اهمیت مشکلات اجرای طرح هادی در روستای سرین دیزج 82/0 بود. به منظور تجزیه و تحلیل اطلاعات از نرم افزار SPSSWin18 استفاده شد. یافته‌های تحلیل عاملی حاکی از این است که شش عامل فضایی- کالبدی، اداری- مالی، مدیریتی، زیست محیطی، آموزشی- شناختی و فنی- زمانی در حدود 94/68 درصد واریانس مشکلات اجرای طرح هادی در روستای سرین دیزج را تبیین می‌نمایند. Regarding the importance of rural development in the national development process of Iran, the government has been considered different approaches and strategies to achieve rural development goals in the recent years that one of the most important of them is rural guide plans. Despite initial objectives and programs of rural guide plans in order to achieve rural development in different regions of the country, it seems that preparing and implementing these plans have been encountered with numerous problems and obstacles in various dimensions caused to reduce the effectiveness and efficiency of the plans. Thus, the main question of the survey is, what barriers there are against preparing and conducting the guide plans in rural regions. In this respect, the main purpose of this descriptive- survey research was to study and analyze the barriers of implementing the guide plans in the rural regions of Osko County. The statistical population of the research consisted of 130 persons out of 213 households in the village that they were selected according to Krejcie & Morgan table and by simple random sampling technique. The data collection instrument was a questionnaire that its validity confirmed by a panel of experts. A pilot study was conducted to establish reliability of the instrument. Cronbach's alpha coefficient for the scale of importance of the barriers of implementing the guide plan in the Sarin Dizaj village was equal to 0.82. Collected data were analyzed using the SPSSWin18 software. The results of factor analysis revealed that six factors, namely, spatial-physical, administrative- financial, managerial, environmental, educational- cognitive and technical- timing, explain 68.94 percent of total variances of barriers of implementing the rural guide plan in Sarin Dizaj village. طرح هادی روستایی, مشکلات, روستاییان, روستای سرین دیزج.
