Abstract This study presents a model for identifying and structuring construction projects using a sustainable development approach, focusing on Qeshm Island in Iran. By integrating expert opinions with ANFIS modeling and the ANP and TOPSIS methods, this research evaluates strategies for enhancing sustainability within the construction project supply chain. The key identified strategies include material supply management, labor supply and safety management, design and engineering management, and construction and production management. The proposed model emphasizes aligning project objectives with environmental, social, and economic sustainability criteria to minimize negative environmental impacts while contributing positively to the local community. The localized model incorporates the unique geographical, climatic, and socio‑economic conditions of Qeshm Island, integrating region‑specific drivers and risks. The findings highlight the importance of stakeholder engagement and technological innovation and offer practical recommendations for improving construction management practices and promoting sustainable urban development.
