Presenting a human resources development model with a value-creating strategies approach in the Azerbaijan Copper Complex

In today’s dynamic and competitive environment, human resource development has become a critical factor for organizational sustainability and long-term success, requiring a strategic and value-creating approach. The purpose of this study is to develop a human resource development model based on value-creating strategies in Sungun Copper Complex. This research is applied in terms of purpose and qualitative in nature. The study employs thematic analysis as the main research method. The research population consists of senior managers, middle managers, and human resource experts of Sungun Copper Complex, who were selected through purposeful sampling until theoretical saturation was achieved. Data were collected through semi-structured interviews and analyzed following the systematic stages of thematic analysis.
The findings led to the identification of five global themes, including: value-creating human resource development strategies, empowerment of strategic human capital, integrated human resource management systems, organizational and environmental contexts, and value-creating outcomes of human resource development. The results indicate that strategic alignment of human resource programs with organizational goals, targeted investment in competency development, implementation of integrated HR systems, and the provision of supportive organizational and environmental conditions play a decisive role in enhancing productivity, achieving sustainable competitive advantage, and improving organizational performance in Sungun Copper Complex. Based on the extracted themes, a context-specific and practical model of value-creating human resource development was proposed, which can support managerial decision-making and strategic planning in human resource management within the mining industry.
